The Boroughs of Harrington Park and Closter, NJ

Neglia Group (Neglia) was selected by the County of Bergen to provide Professional Engineering, Permitting, and Surveying services for the replacement of the culverts located along the boundary of Harrington Park and Closter, New Jersey. The bridge serves as the meeting point of Livingston Street, Knickerbocker Road, Harrington Avenue and Closter Road, which allowed Neglia to include traffic enhancements at this vital intersection. The culverts are located over the Dwars Kill and Oradell Reservoir, and are Category One (C-1) Waterways as classified by the NJDEP, requiring a NJDEP Land Use Department pre-application meeting, as well as NJDEP permits. Neglia Group also provided NJDEP freshwater wetlands delineation and surveying services, site plan drawings, drainage reports, soil erosion control conservation submittal, easement and license preparation, as well as coordination with Veolia and NJDEP’s Watershed Property Review Board (WPRB), coordination with utility providers and temporary and permanent utility relocations, and stormwater management calculations for underground system due to site constraints. During the course of the project, Bergen County received funding from NJDOT for the construction of the bridge replacement, leading Neglia to revise the bid documents to be in conformance with NJDOT standards.
